A national carbon framework is more than a registry or an NDC document — it is the legal, institutional and technical machinery that lets a country meet its UNFCCC obligations, participate in Article 6 markets, and attract credible climate finance without compromising domestic accounting.

CAS supports sovereign clients across the full lifecycle: diagnostic, legal drafting, NDC and LT-LEDS, Article 6 readiness, national registry and MRV build, BTR pipeline, and operate-and-improve. Engagements are scoped to the country's starting position, ministerial mandate and donor envelope, and delivered with national counsel and line ministries in the lead.

Programme

Six phases from diagnostic to operate.

Phase 01

Diagnostic & readiness

Baseline diagnostic against UNFCCC and Paris Agreement obligations. Gap analysis on NDC, transparency, Article 6, legal authority and institutional capacity. Output: National Carbon Framework readiness report and roadmap.

Phase 02

Legal & institutional design

Draft climate change legislation, ministerial decrees, DNA designation, governance charter, inter-ministerial coordination mechanism, and stakeholder engagement protocol. Designed with national legal counsel.

Phase 03

NDC, LT-LEDS & sector pathways

Update or stand up the NDC, including economy-wide and sectoral targets, mitigation/adaptation actions, MRV provisions, and LT-LEDS to 2050. Sector pathways modelled across energy, AFOLU, industry, transport and waste.

Phase 04

Article 6.2 & 6.4 readiness

Authorisation policy, ITMO definition, corresponding adjustment ledger design, eligibility criteria, methodology approval pathway, host country letters of approval, and 6.4 transition pathway. Bilateral MoU templates included.

Phase 05

Registry, MRV & ETF reporting

Stand up the national registry (issuance, transfer, retirement, corresponding adjustments), national GHG inventory system, MRV procedures, and the Biennial Transparency Report (BTR) pipeline under the Enhanced Transparency Framework.

Phase 06

Capacity, governance & operate

Train DNA personnel, line ministries, registry administrators and verifiers. Stand up oversight committees, complaints procedures, annual rule reviews, and the path to ICVCM / CCP and Article 6.4 alignment.
