}A sovereign platform is six layers, not one product.
A national carbon platform, delivered end to end.
CAS has partnered with a sovereign client to design and deliver a national carbon platform spanning legal architecture, methodology eligibility, a national registry, MRV oversight, project onboarding, and Article 6 readiness — under the authority of the relevant ministries and the country's designated national authority. Client identity is held under NDA.
The build was delivered as a single coordinated programme rather than a stitched set of vendor tools. That is the model we offer to other governments: one accountable partner, one architectural blueprint, one delivery line — with full transfer to national operators.
- National registry (issuance, retirement, transfers)
- MRV backbone with satellite + ground data
- Article 6.2 / 6.4 readiness
- Project onboarding & developer portal
- Methodology eligibility framework
- Governance, legal & DNA operating manual
- BTR / NDC reporting interface
- Capacity building & training programme

- Sovereign carbon stack under domestic authority
Five phases, one accountable partner.
Legal authority, NDC implications, political-economy mapping, donor coordination, and market sizing.
Reference architecture for registry, MRV, exchange, Article 6 interfaces, and methodology eligibility.
End-to-end software delivery, data pipelines, identity, KYC/AML, and integration with national systems.
Project pipeline, capacity building of the national authority, training, and live operations.
Annual rule reviews, ICVCM/CCP alignment, expansion into new sectors and bilateral partners.
Domestic authority, international interoperability.
Hosted under national law, operated by national institutions, with full data residency and audit control.
Designed against Article 6, ICVCM, CORSIA, and CAD Trust so credits and ITMOs move across borders without rework.
Modular architecture so new sectors, methodologies, and bilateral partners can be added without re-platforming.
